flood_api: Help a friend, shelters and endpoints for every model

- Help a friend (help.rs, roads.rs): SQLite store for zones, helpers, requests and assignments; flood-aware routing on OSM roads (edges flooded in the EFAS scenario heavily penalised); 3 closest helpers by travel time; escalation to 112 when water is already present; no names, 72 h retention. - Shelters: OSM shelters/assembly points plus schools and sports halls as candidate shelters; dry/flooded per scenario; route to the nearest dry shelter. Also listed in /region facilities (OSM cache bumped to v2). - Model endpoints (models.rs): GET /models, POST /flood, /timeline, /impact, GET /impact, /roads/{aoi}, /interp/{aoi}, running the Python scripts in code/ or serving their stored outputs. - pipeline.py: --json summary output for /impact. - help_demo.py: synthetic demo on EMSR517 AOI15.
